"Most foreign tech workers, particularly those from Asia, are in fact of only average talent. Moreover, they are hired for low-level jobs of limited responsibility, not positions that generate innovation. This is true both overall and in the key tech occupations, and most importantly, in the firms most stridently demanding that Congress admit more foreign workers."
The following are studies ranking intelligence. The US could do better. However, we're far, far above India. The argument that we get the best from H1B's is just the hogwash we know it is. (Sorry India. There are always a few individuals- but few) When it comes to creativity and innovation, the US gets high ranks. Shouldn't those be the people working to expand tech horizons?

"One of the more creative studies of intelligence is the 2017 Intelligence Capital Index, or ICI, which used several factors to determine not the smartest nations overall, but which nations were most likely to leverage their smartest citizens' intelligence to "expand the frontier of knowledge and/or introduce the technologies and innovations of the knowledge economy … Big Data, cloud computing, artificial intelligence, etc."
"In the ICI study, the United States ranked number one and was the only nation to receive an A+ rating. Coming in second place was the United Kingdom, followed by Germany in third place. Other high-ranking nations on the ICI include Australia, Singapore, Sweden, Switzerland, Canada, Finland, and Denmark."

We're 29 on the list. We could be better. However, India ranks 143.
