The meeting you reference, most likely was to finalize, then implement the plan to frame Trump to take him out of office.
Hypothetically, the initial plan was to prevent his election from the beginning with an unneeded option to frame , then remove him from office if he won. They never perceived this might happen though, and evidently didn't finalize that contingency plan.
With the election all but lost, they all went into the 'Oh, Shit' mode and had to get their ducks in a row as they didn't really believe this could ever be necessary. She didn't only look like hell over the election loss, she KNEW what was coming on the horizon, given their previous collective antics.
If this is ever made into a movie, that Oh Shit! moment would make one hell of a preview shoeing them scrambling like rats while the deposed queen yells about their infinite incompetence.
