The objective of the Single Audit Act is to provide guidelines to auditing agencies (subject to peer review) and grant recipients, at the recipient level, for determining; proper spending, documentation, and acquisition procedures. End user level stuff.
The Office of the Inspector General (73) audits what the lower level agencies are awarding, to whom they are awarding grant funds, and how well the lower level agencies are following federal regulations regarding awards and oversight. This will become important later.
