It's just like the 2nd is VERY clear that the right of the people to keep and bear arms shall not be infringed, but it is infringed because some jackasses think they know better and ignore the actual law because they're enemies of the constitution. Same with the 4th, it makes it very clear taking money from someone simply because they have it is unlawful, but civil asset forfeiture still exists because some jackass domestic enemies said it's ok and other jackass domestic enemies go along with it.
