When Q said "the build is near complete" I took that to mean, probably, that Q has delivered to the anons, and/or made public through various means including IG, Congressional committees, POTUS Tweets, etc., almost 100% of the necessary information.
Q has numerous crumbs that talk about the stage being set.
I believe the build is almost complete refers to everything that must be in position before the big reveal.
