They want this to be a thing about them using these that they do not have as men so to speak like actual people that are able body law enforcement or solders. However it turned into like antifa blm mob… like it did after WW1 and then ended up taking over Italy at the end of WW2. I believe this was their plan cause division and then make a move to take over the government when everyone was done fighting each other. This means they played both sides not carrying who was winning or loosing but more who was thinning out the pack for them to be on top.
