The IC Assessment - Clapper is really trying to give hussein an out by saying how could hussein be implicated in this, when he was the one who essentially started the revelation of this whole thing by asking us to do an IC assessment.
That's how I read it anyway.
But in reality what he did was an oops moment, because he just revealed husseins involvement from the beginning.
