I will say the homeless are usually not seen but they see everything going on and they may have seen some shit.

The clowns don’t just go and buy the drugs and then deliver them to the US, they run the entire op from growing to production to smuggling and distribution. The cartels are just the puppets- some highly paid puppets.
When the heat gets too high the puppets are removed and new ones take their place like sharks teeth.
