We need a real patriot to run FEMA. Giving the money locally can also be subjected to corruption without transparency and that money can never be duplicated in efforts. I suggested months ago to have an armada of mobile response units equipped with the latest in portable lithium based equipment that can be ported from disaster area to disaster area when utilities like gas and electric becomes scarce. From demolition, building, and fortifications such as putting up a small fenced areas around tents can go a long way to reducing winter winds. Here is a simplified list.

FEMA should be able to replicate what the Amish do, with a few of these vehicles and some supplies or even using pallets or salvageable resources.
