The "40 million" figure reminds me of HRC's alleged $400,000,000.00 from the U1 deal.
Last week, President Putin talked about $400,000 being connected with U1/HRC.
I think this was part of his role in the strategy to wake up the American public.
I think that he may have deliberately repeated the "400" figure ($400,000) but left off the last three zeros ($400,000,000.00) so the
"400" number would stick in the US public's mind.
So when the full number of $400,000,000.00 comes out again, the US public will be shocked, angry, and awake.
I was thinking that perhaps these numerous mentions of "40 million" may be an attempt by the cabal to replace the 400 million figure
with 40 million, so that any future discussion of financial numbers re U1 will be ignored by the majority of the US public.
