Yep. They sent out 3 counter surveillance units, each composed of 2 CSOs. He is paired with a female CSO and she seems to separate after the DNC discovery is made at 1:05. He can later be seen at the power plant check point without her.
They sent out CSUs early that morning to the capitol to infiltrate the crowd there, and I think they get reassigned pretty much immediately from when the RNC device is discovered.
