It would also be prudent to conduct a full counterintelligence investigation and damage assessment into Milley’s possible unauthorized disclosure of classified information to various parties. His pardon does not preclude such an investigation.

I recommend establishing a joint special investigative team made up of ACIC, NCIS, and AFOSI.
