Collins: I would point out that in many cases, it's congress, rather that HHS, who sets the funding levels for various diseases.

Kennedy: But NIH decides, as panels, that decide who gets funding, not congress, senator.

Patel: Senator, I would love my grand jury testimony to be released, but as you know, that grand jury testimony has been sealed by the Department of Justice, and I'm not allowed to discuss it here.
