A world run on established mechanics can only cope with events which have previously been witnessed and incorporated into the machine.
Eventually, something new will appear, and the machine will fail once more, as it has before.

I guarantee you it was originally done with good intentions. The world simply could not exist if it were not designed by those with good intentions. Over time, however, too many people become too invested in the status quo that the world loses the ability to adapt to changing circumstances, and it falls into ruin once more. Until someone else comes along with the right flavour of good intentions to create a new world.
