I once worked for a small business that the owner made his money exactly this way. His father was a retired judge, think Knights of Columbus always has a lodge dedicated to one of them. He was given a bogus contract for part time work @ $600 per hour for doing "Business Process Management", BPM. I heard him take a few bogus phone calls and walk users through some supposed processes. He assumed I had no understanding of this domain, but for those that do not know what BPM is, it is just saving state to a database that can be continued at a later point; like in a multipage page webform. You do not walk people through the process, it is supposed to be automatic if it is BPM, the system keeps track. They think we are stupid. It is just one big family of crooks.

Now think about the infiltrated local judicial system and municipalities. Yes, their people work that system too. Who gets a license or harassed. If you now want to compete with these people it will cost you $600 per hour in lawyer's fees, where most of the time the courts play an endless game of delay until you give up and their "State Certified" team of lawyers, prosecutors, and Knights of Columbus judges cut your pie up. This is how it truly works, it is one big family and do not think that the educational institutions are not pushing their people through. It is all fraud.
