Changing the RWY in the middle of the approach even in KDCA would not be a big issue. The RNAV/GPS to RWY 33 would be easily loaded into the FMS in seconds. Reset the minimums, crosschecked, done. I think the Bluesteak crew were right where they were suppose to be on the approach.

As for the QNH to QFE altimeter settings. QFE is not used here in the US domestically. The chances of that being the problem I believe is almost non existant. The TWR radar refreshes every 5 seconds or so and there is a lag. It will be interesting to see what the NTSB comes back with on that issue. Would not take much for a helicopter to climb a 100' to 150'. That could happen immediately.
