Because USAID is cover for the CIA, they literally are the CIA, who have been drug running the globe since befire Vietnam.
Australia has been heavily involved since at least Vietnam, laundering USAID/CIA drug money through Australian banks, known since Australian Nugan Hand Bank was exposed doing so.
