What if the train was being hijacked and the plan was to take hostages? Helicopters may have been deepstate agents to extract hostages or /ourguys/ stopping the attack. Garbage truck could have been a whitehat sacrafice to stop a hijacked train or deepstate bro trying to stop the train to hijack.
