You can(t protect a group of people by putting them all in the same train, it's a too obvious target. There are golden rules in any big companies saying that the staff must not travel in the same plane, train or taxi. In case of event, at least there are survivors who can go on the company business.

There's something not logical in all this, except if it was "under control" from A to Z (but then it was risky).
