Technically, USAID is already part of the State Department- State handles all of their administrative needs (because of their huge payment system for civil servants, foreign servants, Marine Security Guards, etc.) but they operate under different leadership. Would be really easy to throw them under Rubio’s control. Will we be hearing about State’s financial systems being taken over next? Hmm.

It probably could be retooled to take over for FEMA- interesting idea. State used to handle domestic issues but they were moved to DOI when it was created (can’t remember date, but long time ago). State has been getting involved in domestic issues again though which should be against its current mission/mandate (hooking up governors with foreign contacts, disinfo oversight like GEC). I can’t wait to see how this all progresses.

State was the very first agency created (think “matters of state” back in 1789). Its goal was to improve foreign relations with France, etc. after our independence. It took on a lot of domestic issues too early on, like the census, but domestic got carved out to follow-on agencies. Commerce was one of the others if I remember right.
