Q, Q+, and the Press secretary all mentioned there is another place beyond Gitmo being prepped. The new maximum security prison in El Salvador is the largest prison in the world. Sounds like it's only partially full.
Even then, I feel like we're either going to get a lot of suicides/executions or we're going to need more prison space!
