History of USAID
1961 JFK creates USAID. Same year, Mutual Security Information Staff abolished and reassigned to USAID . Foreign Assistance Act of 1961 (75 Stat. 445).
1962 Office of International Financial and Development Affairs (loan fund) abolished and functions given to USAID
1965 regional offices added to USAID; direct coordination between Deputy Assistant Secretary for Management (Dept. of State) and USAID
1976 process begins to start separating State from USAID (geographical offices)
1978 DOS admin support of USAID ends
1979 USAID joins the US International Development Cooperation Agency (IDCA) which includes the Overseas Private Investment Corporation
1999 USAID reintegrated with DOS; DOS primarily admin support
Bill Clinton simply introduced a plan when he consolidated it in 1999- do not see any E.O.s, congressional acts, etc.
