NYPD was pressuring NYFO to figure out wtf was going on with the laptop. NYFO finally goes to Coney directly to find out. Comey didn't even KNOW about the laptop. McCabe/Strzok had concealed it from him.
So Comey panics and does the announcement to PROVE to NYFO and NYPD that they're doing something about it and to basically have them STFU. His hand was forced on that one.
McCabe and Strzok were pissed bc they thought they could run out the clock. Rudy and Prince were given the info so they could start talking about it out loud to force the issue.
