Anon has seen this tactic before IRL. The "acting" (in more ways than one) official reassures people they won't be fired because of [insert variable here]. Then the permanent official takes over, demotes or fires the "actor" and proceeds to fire all the targeted individuals for cause, each one having slightly different alleged "reasons."
