It appears from the breaking USAID information that the only strings attached to federal dollars are the terms of the individual grants or contracts. USAID, and presumably other agencies, used cutouts to disguise the source of federal funds and complicate efforts to trace those funds. Theoretically, federal funds are controlled by federal policies and the US Constitution but as you wrote 'end runs around' laws and policies and the US Constitution appear commonplace.
