Help an anon out, my brain reads Harbor Freight Tools but, I don't think that's your intent.
My understanding, and I may be wrong, is whatever is still operational because people have kids in schools, pregnancies, etc are what's being moved under him. To that, anything done under SoS would be subject to oversight. Aside from that, I share your cynicism because I don't remember any mass firings/layoffs at SoS which is a red flag for me considering the last several people who ran the place.
