Senators reintroduce bill to authorize Commerce’s space traffic coordination system

A bipartisan group of senators has reintroduced a bill to formally authorize a space traffic coordination system being developed by the Office of Space Commerce.

The Situational Awareness of Flying Elements in Orbit Act, or SAFE Orbit Act, was introduced Feb. 5 by eight senators, led by Sen. John Cornyn (R-Texas).

The other sponsors are Sens. Gary Peters (D-Mich.), Roger Wicker (R-Miss.), Marsha Blackburn (R-Tenn.), John Hickenlooper (D-Colo.), Mark Kelly (D-Ariz.), Eric Schmitt (R-Mo.) and Ben Ray Luján (D-N.M.).

 

The bill would formally authorize the creation of a space traffic coordination system at the Office of Space Commerce.

The bill outlines the key aspects of the system, including providing a free public database and conjunction data messages but not more advanced services offered commercially.

It would also give the office immunity from lawsuits arising from use of those services.

 

“The SAFE Orbit Act would prevent dangerous and costly accidental collisions in low Earth orbit and improve access to data collection and analysis to help propel the United States into the next phase of space exploration,” Cornyn said in a statement.

“The boom in commercial space activities has filled low Earth orbit with more debris and satellites than ever,” Hickenlooper said in that statement. “A cutting-edge traffic coordination system will help preserve our leadership in space.”

 

The approach outlined in the bill is something that the Office of Space Commerce has been implementing with its Traffic Coordination System for Space (TraCSS).

That system started beta testing in September 2024 with a goal of having the system ready for full operations by September 2025.

 

Development of TraCSS dates back to Space Policy Directive 3 by the first Trump administration in 2018, which directed the Commerce Department to develop a civil space traffic management system that would take over work that had been done by the Defense Department.

While Congress has appropriated funding to the office to develop TraCSS, it has not formally authorized the system, a move that would enshrine it in law and also provide the government with protection from lawsuits.

 

At the recent Smallsat Symposium, the Office of Space Commerce’s work on TraCSS got positive reviews. “The amazing thing is that we’ve got a regulatory agency getting prepared to coordinate all of the safety activities in space.

It’s been needed for years,” said Dan Ceperley, founder and chief operating officer of LeoLabs, a commercial space tracking company that is among those working with TraCSS.

 

“The biggest challenge is timeline. The problem doubles ever 22 months,” he said on a Feb. 6 panel, referring to the growth in number of space objects.

“So, we need to get this system online and operational as fast as possible so that then, in operational mode, its capacity can start doubling every 22 months. Time is of the essence.”

 

Tom Stroup, president of the Satellite Industry Association, echoed that assessment. “I think everybody would have loved to see it be accomplished sooner,” he said in a Feb. 5 panel.

“They’ve done a very good job getting to where they are, but I think that probably everybody in the industry wish they’d been done five years ago.”

 

Besides formally authorizing TraCSS, the bill would also alter the Office of Space Commerce itself, elevating it from an office within the National Oceanic and Atmospheric Administration to a bureau reporting directly to the Secretary of Commerce.

As a bureau, it would be led by an assistant secretary for space commerce, a position that would require Senate confirmation.

 

Some in the space industry have sought such a move, arguing that it would give the office a higher profile and potentially more resources than it has now inside NOAA.

The bill would direct the Department of Commerce to elevate the office no later than five years after the bill became law.

A similar version of the bill, with the same title, was introduced by many of the same senators in early 2024.

The bill cleared the Senate by unanimous consent in December, but was not taken up by the House before the end of the previous Congress.

SpaceX Starlink Mission

SpaceX is targeting Saturday, February 8 for a Falcon 9 launch of 21 Starlink satellites, including 13 with Direct to Cell capabilities, to low-Earth orbit from Space Launch Complex 40 (SLC-40) at Cape Canaveral Space Force Station in Florida.

Liftoff is targeted for 2:18 p.m. ET, with backup opportunities available until 5:08 p.m. ET. If needed, additional launch opportunities are also available Sunday, February 9 starting at 2:55 p.m. ET.

Baltimore man charged in Ravens-Steelers playoff game drone incident

A man is facing three federal felony charges for illegally operating a drone during a wild-card playoff game between the Baltimore Ravens and Pittsburgh Steelers last month.

Alex Perez Suarez, a 43-year-old Baltimore resident, is accused of flying an unregistered drone above M&T Bank Stadium on Jan. 11 when the Federal Aviation Administration had imposed a temporary flight restriction over the venue.

 

“We are very serious about temporary flight restrictions,” said U.S. Attorney Erek L. Barron in a news release.

“You will be charged and held accountable for any incursion into restricted airspace, including around sports and entertainment venues such as the Super Bowl.”

 

According to the affidavit filed, the Federal Aviation Administration had put in place a temporary flight restriction for M&T Bank Stadium in Baltimore during the NFL Wild Card game.

Federal officials considered the “unidentified and unapproved drone” to be a serious enough threat that NFL Security temporarily suspended the game.

The man charged in the incident left the scene, but law enforcement officials later found him.

 

If convicted, Suarez faces a maximum sentence of three years in federal prison for knowingly operating an unregistered drone and for knowingly serving as an airman without an airman’s certificate.

Suarez faces a maximum of one year in federal prison for willfully violating United States National Defense Airspace, according to the news release.

 

Sentences for federal crimes are typically less than the maximum penalties according to the news release.

The charges brought say the drone was not registered nor did its operator have a Remote Pilot certificate to operate it.

Ukraine-Russia war latest: North Korean soldiers ‘brought in again’ on Kursk frontline as Putin admits ‘very difficult’ situation

North Korean soldiers have been “brought in again” to fight at the frontline in the Kursk region after reports that foreign soldiers were withdrawn following their mounting losses, Ukrainian president Volodymyr Zelensky said.

In his nightly video address yesterday, Mr Zelensky said: “There have been new assaults in the Kursk operation areas … the Russian army and North Korean soldiers have been brought in again.

 

”He said a “significant number” of opposing forces have been eliminated, adding that “we’re talking hundreds of Russian and North Korean servicemen”.

It comes as Ukraine launched a new assault inside Russia’s Kursk oblast, expanding its incursion into Russian territory by as much as three miles.

 

Kyiv’s new incursion came on the six-month anniversary of its first attack inside Kursk, with one Russian military blogger describing it as coming “like a bolt from the blue”.

The incursion was also reported by the Russian defence ministry, which said Ukrainian troops and armoured vehicles had launched several waves of attacks near the villages of Ulanok and Cherkasskaya Konopelka.

 

Next week, Donald Trump is likely to meet Mr Zelensky to discuss Ukraine's war to repel Russian invaders.

Russia reports nighttime drone attack

On the night of February 8, residential buildings and businesses were damaged in at least three Russian regions after a drone attack.

This was reported by Radio Svoboda, Ukrinform reports.

 

The head of the region, Yuriy Slyusar, said that in Rostov-on-Don, 14 high-rise buildings were smashed by the fall of downed drones and their fragments, and 68 residents were evacuated from one of them. Cars parked nearby were also damaged.

At least five loud explosions were heard in Rostov-on-Don on Saturday night.

 

In Chortkivsky district of Rostov region, administrative and household buildings of the enterprise were damaged, and employees were evacuated. No one was reportedly killed or injured.

The Governor of Volgograd Region, Andrey Bocharov, also reported a nighttime drone attack.

According to him, the drone debris hit an oil refinery in the Kumylzhensky district, and there were no fires, no casualties, and no damage to residential properties.

 

In Krasnodar Krai, fragments of downed drones damaged the roofs and windows of five buildings, wrote the region's governor, Veniamin Kondratiev. According to him, no one was injured.

In total, according to the Russian Defense Ministry, 36 drones were shot down over Russian regions at night: 18 of them over Rostov region, 11 over Volgograd region, 5 over Belgorod region, and 2 over Krasnodar region.

 

Belgorod Region Governor Vyacheslav Gladkov has not yet reported on the nighttime drone attack or its consequences.

As Ukrinform reported earlier, the Russian army has doubled its shelling of the border areas of Chernihiv, Sumy and Kharkiv regions.

Drone causes landing delays at Sofia Airport on Friday night

A drone detected in the area around Sofia Airport caused some landing delays last night, the Bulgarian news agency BTA reports, citing the airport press centre.

No flights have been diverted but temporary changes were made to the schedule over safety concerns.

 

The competent services and the Interior Ministry have been notified of the incident. A criminal investigation has been launched, the owner of the drone is wanted by the police.

The National Board for Aircraft, Maritime and Railway Accident Investigation confirmed the initial information, for the BTA, that the drone was intercepted near one of the runways close to a Sofia residential area.

 

Operating drones over airports and along flight paths is absolutely prohibited, Sofia Airport says.

Explosive-Laden Goggles Sent To Russian FPV Drone Operators

Russian officials are investigating a plot that allegedly sent explosive-laden first-person view (FPV) goggles to drone units in the hope they would detonate, killing or injuring the operator.

It mirrors the mass attack Israel carried out against Hezbollah last September using thousands of explosive-packed pagers and walkie-talkies.

More than two dozen Hezbollah members were killed and thousands wounded in that incident. You can read more about that here.

 

Investigators reportedly interceded before any of the explosives-rigged goggles were activated.

“ATTENTION! According to our sources, enemy saboteurs have attempted a mass terrorist act on Russian territory using volunteers (without their knowledge),” the Russian Razved Dozor Telegram channel wrote Friday.

“The competent authorities are already working on the situation.”

 

“There are reports from military personnel of multiple cases of volunteers delivering mined FPV Skyzone Cobra goggles,” Razved Dozor claimed.

“The goggles contain improvised explosive devices (IED) with 10-15 grams of plastic explosive. Detonation occurs when the goggles are turned on.”

Razved Dozor posted several pictures and a video claiming to show these goggles and the explosives embedded in them.

 

The goggles were sent in humanitarian aid packages by unwitting volunteers, Razved Dozor noted.

As FPV drones have played an increasingly important combat role, there have been crowd-sourced efforts by both sides to supply drones, goggles and other required equipment to front-line troops.

It is unclear how many of these sabotaged goggles were sent out. Authorities intercepted several after the condition of the boxes raised suspicions.

 

“The boxes with the glasses themselves show weak signs of being opened,” the Russian Readovka news outlet reported on Friday.

”Only thanks to the vigilance of the military was it possible to avoid a catastrophe. Information about what happened has already been passed on to the security forces, and the perpetrator of the assassination attempt is being identified.”

“The sender is listed as a certain Roman,” Readovka noted. “The parcels were sent via SDEK,” a large global logistics company.

 

Though the goggles contained only a small amount of explosives, “the power of the explosion would have been enough to break a temple,” the popular Alex Parker Returns Telegram channel explained.

“The work was done rather sloppily, traces of opening were visible on the glasses and therefore sabotage was miraculously avoided.

I am sure that this is only the beginning and further intensity of such sabotage will only increase. What a horror.”

 

Ukrainians “were able to repeat the trick with pagers,” Alex Parker Returns suggested in a reference to the Israeli pager and walkie-talkie attack on Hezbollah.

The first wave of those explosions, on Sept. 17, 2024, targeted pagers used by Hezbollah that were triggered simultaneously.

While the Israeli and suspected Ukrainian plots to embed explosives in devices used by their enemies are similar, there is one big difference.

The Israeli attack was far more sophisticated, with pagers and walkie-talkies triggered by a specific message command sent simultaneously to thousands of devices.

It also came after years of espionage work, which included setting up front companies and an elaborate supply chain.

The FPV plot just required the goggles to be powered up, meaning that if one exploded, it would likely warn other operators, reducing the number of casualties.

 

Russian milbloggers remain concerned that this may be only the beginning of a much larger campaign. With good reason.

The fact that a sabotage attempt of this nature has occurred means that any electronics that troops interface with could be at risk of similar tampering.

Having to physically disassemble every device that is needed to fuel a very hot war would drastically slow down supply chains.

It also causes deep psychological effects on troops who now have to wonder if any item they pickup is similarly equipped.

 

We will have to wait and see how the Russian military reacts at scale going forward.

Scientists uncover 'Lost City' beneath ocean could prove the existence of alien life

Scientists have uncovered a "lost city" deep beneath the ocean's surface — but it's not the manmade marvel you might be expecting.

Under the surface of the Atlantic Ocean, the deep-sea exploration team, using a remotely operated vehicle, discovered an alien world of towering carbonite spires, strange lifeforms and a series of spooky venting chimneys scientists theorize have been active for the last 120,000 years, at least.

 

Dubbed the "Lost City Hydrothermal Field," the subterranean landscape is unlike anything ever before discovered on Earth.

What's more, scientists now believe it might hold the secrets of how life first began on our planet, and it could even hint at its existence elsewhere in the universe, Daily Galaxy reported.

 

The city is about 2,300 feet beneath the surface, and it was first discovered in 2000. The spooky, glowing structures, illuminated in pictures from the lights on a remote submersible, rise from the seafloor.

They were formed by mineral-rich fluids seeping from the Earth's crust. Some are no bigger than mushrooms, but the largest of them, dubbed Poseidon after the Greek god of the sea, stands at about 200 feet tall.

 

Daily Galaxy reported that, unlike the more commonly known black smoker vents, which rely on magma beneath the Earth's surface to heat surrounding water, the Lost City's ecosystem exists because of chemical reactions in Earth's mantle that lead to the formation of hydrogen and methane — two chemicals necessary for life.

Those chemical reactions create the hydrothermal field that allows the Lost City's lifeforms to thrive.

Some live in cracks and crevices on the chimney, including some bacteria that cling to the mineral surfaces, feeding on hydrocarbons emerging from the vents.

 

It's a unique ecosystem in that life is fueled not by sunlight but by chemical reactions in what was described as one of the most extreme and alien environments on Earth.

And, scientists believe, if our planet can host life that doesn't rely on sunlight, other universal bodies might also be able to do the same.

 

Some of those universal bodies might even exist in our own solar system, scientists believe. Europa, one of Jupiter's moons, and Enceladus, one of Saturn's, both harbor vast subsurface oceans beneath their frozen exteriors that might host any number of life forms.

Microbiologist William Brazelton told The Smithsonian that the Lost City is "an example of a type of ecosystem that could be active on Enceladus or Europa right this second," adding that both moons have strikingly similar conditions to the Lost City — including cracks in their icy crusts where chemical water could vent into the oceans below, creating an environment conducive to life.

 

Scientists also speculated that there may have been life on Mars in the past, too, given the strong possibility that there could be life on the aforementioned moons — there's evidence that there was liquid water on Mars at one point, and there may have been similar hydrothermal systems on the planet that may have supported microbial life beneath its surface.

Those implications are staggering — if the Lost City can sustain life in complete darkness, fueled only by chemical reactions in the deep sea, then similar reactions on other planets or moons might mean there was or is life on them, too.

 

Scientists have also described the Lost City as a geological marvel for its chimneys — which are constantly "weeping" fluid, making the beautiful, intricate "clusters of delicate, multi-prolonged carbonate growths that extend outward like the fingers of upturned hands," scientists said.

The Lost City is also far older than the aforementioned smoker vents, scientists said, with its chimneys pumping out hydrogen and methane long before many volcanic hydrothermal systems even began to exist.

 

Deep-sea mining, however, poses a massive threat to the underwater system. In 2018, the Polish government was granted mining rights to the area around the Lost City, which raised concerns among some scientists.

The site itself doesn't contain valuable minerals, scientists said, so mining wouldn't take place there, but nearby mining operations could send plumes of sediment into the region, smothering its ecosystem, which was described as fragile.

Researchers are now calling for urgent protections for the site to preserve it, with some even advocating for it to be labeled a World Heritage Site. Some fear that if such action isn't taken soon, it could be lost forever.
