There is going to be a good reason. Its just not obvious or is a good sound bite.
The SSN does not have to be unique if there are other unique identifiers for the person, such as a unique ID that is not public.

SSN should never be the primary key for a system, there should always be a unique database identifier for the record.
Typically an incremented key
You dont want to force further constraints on the SSN, who knows what it may morph to in the future and they you have an endless data migration issue

Primary keys slow databases down, especially write time. They are not meant to be all over your database.
Unique identifiers are less overhead and give the same indexing ability.
Databases are write and search. Anything that slows that down is to be avoided.
