I believe Key wrote it in the morning.

That's why he said "The flags still there" because he could see it then.

I doubt they fought much in pitch black night?

 

"Key was inspired by the sight of the American flag still flying over the fort in the early morning light after the battle, which took place on September 13-14, 1814. He began writing the poem, originally titled "Defence of Fort M'Henry," on the back of a letter while still on a British ship, and he completed it the next morning, on September 14, 1814."

 

Looks like he wrote it from a boat.

The fort is supposedly on a peninsula.

My main point that it was in the quiet of the morning was correct.

Since he wrote that part after seeing the flag still there the morning after the battle.

i.e. the battle was finished.
