I wouldn't completely rule out the 0. Not putting a 0 in front of dates is like writing a blank check, someone can just put another number in front of it. The dates have to be important to (((them))) since they are redacted, so what does it mean if he signed it 01 vs 21? We can obviously assume the worst case.
