That's right, the states are independent enough to thrive or crash. The states that crash will send people to the states that thrive, until the crashing states wake up and start copying the thriving states do. Start with no state income taxes first, and then add no real estate taxes for individuals and tax the heck our of corporations that own property that do not produce x/jobs per acre. Oh and have constitution that requires a balanced budget.
