NARA is currently trying to digitize but, like always, put the horse before the cart. They decreed M-19-21 (now M23-07 because scandemic) which forbids agencies sending any analog records (paper) after June of last year. NARA can’t even handle the 5% of digital records agencies are trying to send now. They’re also forbidding agencies to have their own records centers while putting out draconian rules on “how to properly digitize records”. It’s a scam to force agencies to use approved 3rd party vendors (I’m sure they’ve invested in them). NARA wants the records digitized so they can reassemble silos of information- just not for any reason benefitting us.
