Those involved desire to make money. Appropriate trade regulation creates an incentive for those desiring to make money in the USA to produce those goods and services in the USA. President Clinton strongly promoted normalizing trade with China and granting China 'Most Favored Nations' trade status. President Obama promoted the concept that the USA was becoming a 'service economy' because there was no way to 'get those jobs back'. The decline the USA experienced in manufacturing was caused intentionally by corrupt and blackmailed politicians. It can be reversed by appealing to profit margin through international trade regulation.
