This article spurred a dig into Mare Island Naval Shipyard, in Vallejo CA, and I believe I have found The Hunt For Red October reference.

Even more curiouser, it occurred in the beginning of 1968, with the Zodiac Killer emerging at the end of the same year, which also started in Vallejo CA.

Mare Island was the first Naval Station on the west coast, and brings with it a rich history. Nazi infiltration, Secret Cold War spy programs, and nuclear submarines - all the good stuff.

 

Long story short:

The sub disappeared, the first searches were unable to locate it. When they did locate it months later, it was way off course and in two pieces.

It took them several years to get it off the floor, with Howard Hughes and some special contractors being brought in to help.

How it sank has never been officially disclosed, much like closure of the Zodiac case.

My question is, was the Zodiac a total manufactured distraction from live nukes at the bottom of the Pacific, or were the killings somehow related, like to above top secret secrets maybe?
