It has nothing to do with the chans, people just can't even shut up.
IMO, chans, as a medium, is not cutting it out.
Cooperation requires order. Notables brought some, but it is obviously a very simple concept and is not enough.
Reddit has an upvote system which brings some order but it has it's own problems.
We need to come up with some system (notation, protocol etc.) that allows filtering of worthy digs.
TBH, in this state, i am surprised that even "notables" has stuck.

More autist bakers do make sense. Ideally, there would be timezone slots for every, for example, UTC +0400 (4 hours) step (4 bakers assigned to UTC +0000, 4 to +0400, 4 to +0800 etc.). More (proper) bakers means less emergency threads, they could also act as Reps as you said but i am not sure if is this a good idea due to famefagging.
Above have to be coordinated using another board, though.

The slots can be dynamic with no limit. Each slot can have it's own thread for bookkeeping and negotiation.

If we only allow the trip, WITHOUT a name, it might make it harder to namefag. Anonymous !of923f.ad is a little hard to attach, isn't it?
A seperate baker board can fix this problem (there is already one i think).
Namefagging is hated because there is little moderation here, and people want to feel special, and this angers people because this is a "we" movement.
A different board can have trips without names, and can be moderated better.
