Greeks are taxed approx. 60% of their income and needless to say, an awful lot of workarounds to avoid the bonkers high taxes are implemented.

Clever on an individual level - yes.

Municipalities, however, suffer tremendously and can't provide the necessary municipal resources - like functioning police and fire departments.
