I was teaching a young Airman how to use IP config, ping IP's basic stuff. Out IP was normally out of Langley 1st Fighter Wing, but when it came up as Dingdong, China. I reported it 3x, they told me I was an idiot. During a meeting w/AMC, our mic wasn't muted and I was chatting w/someone on the side and when I said "Dingdong China" someone on the other end of the phone went ballistic and accused me of leaking classified info. Boss muted the mic and asked me WTF was he talking about, he knew by the shit eating grin, I had just scored a personal victory against whomever just admitted that. That's the only reason I now know, I was right the entire time and why I didn't get in trouble, I found, nobody ever admitted to it's authenticity but that random voice on the phone.

Oh boy, you don't want to know how it actually works then. Spouse walked me through it yesterday. The entirety of the security relies on the individual at the terminal. If you have two individuals willing to commit fraud, the only way to find it for a 'payee' to complain or someone to spot something. If they commit the fraud on someone older than 115, it's invisible to anyone in SSA. They need a social to search to find the person, they can't just search a date range (I asked).
