if the hackers are clever they know how to hack by doing stuff like halting the program and modifying the memory as the program is running: basically run it as if it's in debug mode.
Anything from the 1990s ought to be combed over and the code used for the DATA ought to be encrypted within the program itself . . .
and the data bantied between different machines so that the all check it for accuracy BEFORE cutting a check.
but there is always a single point of failure.
So it shouldn't be 'post so many dollars to political person's account' it should be 'request to post'
and then the request should be verified by independant machines running independant code and then, at some point . . . it ought to be posted to the account after very much verifying.
and then after it's 'posted' it would still need one more level of verification so that it wouldn't have been posted to the wrong account.
so then, once they have the money, there should be a verification on the USE of the money.

If there are people profiteering off of the resettlement programs, it's not the Catholic Church. It's possible that people associated with the programs direct the money to spent in a way that benefits them . . .
the Church, itself, is almost a patsy in these matters.

who owns the hotels where the 'migrants' are housed?
who owns the stores where they shop?
who profits off of their free health care and free everything else?
people sitting in pews at Sunday mass are usually unaware of these things.

the majority of Catholics are NOT involved with resettlement, do not even know what is going on with it, aren't supportive of towns being flooded with illegal aliens, don't like that the 'migrant's are given full boat welfare, and resent a lot of what comes from the 'social justice' branch of clergy.
