The most obvious thing here is Barry was born in Kenya and his father was Kenyan. This would exempt his mother from registering his birth directly and it would have had to gone through US immigration or adoption by a US adult male citizen.
A US Citizen mother had no rights to register a foreign birth at that time. Only a US citizen father could make an application to register the birth of a child at an Embassy or at the State Department.
I was born in the UK and only my father could fill out the original birth registration paper work.
