General "Razin" Caine, also known as General "Raisin" Caine, is a figure mentioned by former President Donald Trump during a speech at the Conservative Political Action Conference (CPAC) in 2019 and again in 2024. According to Trump, he met with this general during a trip to Iraq in December 2018, where the general claimed that ISIS could be defeated in a week if given permission to attack from a different base. Trump has also referred to the general as "General Raisin Caine" in his speeches and claims that the general was fired after the meeting. However, the Pentagon has not confirmed or commented on this story.

 

The general referred to by Trump is likely Air Force Brig. Gen. J. Daniel Caine, who was the deputy commanding general (forward) for Operation Inherent Resolve in Iraq at the time of the alleged meeting. Caine has been referred to as "Razin" or "Raisin" in some military contexts, and he has received several awards for his service, including an Iraq Campaign Medal and a Presidential Service Badge. As of 2021, Caine was serving as the associate director for military affairs at the Central Intelligence Agency (CIA) and was nominated for promotion to lieutenant general. He is a 1990 graduate of the Virginia Military Institute with a B.A. in economics and later earned an M.A. in air warfare from the American Military University in 2005.

 

It's important to note that the story of General Caine and his promise to defeat ISIS in a week has been widely criticized and debunked by fact-checkers and military experts.
