how about also ending the 'free parking' in downtowns if you have a federal sticker on your vehicle. It's a much abused perk.

if it's needed only have it validated if you're working. I've heard that many will use it when they aren't at work for free parking in areas where others have to pay through the nose for a space (In Boston).
