Here is an old string that to my knowledge we never decoded that may be relevant again, given the "sea to shining sea." I have included some past solved examples of this same type of string for reference.

It would also be possible that there are more than 3 words, and only certain letters are highlighted, although I would still assume the capital letters should fit appropriately with the end result either way.
