Anon has experienced much of this. Far better to take the litigiousness out of society. Remove the entrenched protection networks that allow ALL the bad actors to continue to behave poorly / illegally without consequence.
Pot should just be "legal", just like alcohol or tobacco.
The ONLY reason any of these are regulated is because they are all things that could be produced at home and would not provide funding to the government.
Most people can grow plants. Most people can boil mash.

Also, after houses are rebuilt, the insurance companies that withdrew from the area and refused to service those homes should be permanently barred from doing any form of business in California ever again.
Would respectfully argue that we aren't allowed to "own" either houses or cars. The property taxes make their use nothing more than a long term rental at best.
When property taxes die, true ownership will exist.

Not really a catch 22. Society would just be better off if people had to rely on their reputation and skills instead of dumbing things down by licensing and protecting.

Look into how insurance companies work and you'll see that it's nothing more than MLM, where rich people's kids are dropped into positions of no responsibility that collect tons of income by being the intermediary underwriter to the 3 or so national entities that actually underwrite ALL the insurance companies out there.
