Putin-Trump dialogue ‘promising’ – Kremlin

 

Kremlin spokesman Dmitry Peskov has said talking may clear the way for peace negotiations

 

Kremlin spokesman Dmitry Peskov has described the present dialogue between Russian President Vladimir Putin and his US counterpart, Donald Trump, as promising, in an interview published on Sunday.

 

A call between Trump and Putin on Feb 12 was followed by a meeting of Russian and US delegations in Riyadh, Saudi Arabia last week to advance efforts toward resolving the Ukraine conflict.

 

Speaking to Russia 1 TV journalist Pavel Zarubin, Peskov said the exchange between Putin and Trump was a step forward in a dialogue that both sides view as important.

 

“The dialogue is taking place between two truly outstanding presidents. It is promising. It is important that nothing hinders the realization of their political will,” Peskov added.

 

He went on to say that Russia is closely analyzing the situation regarding mutual criticism exchanged between Trump and Ukrainian leader Vladimir Zelensky.

 

The public feud escalated this week when the US president claimed that the Ukrainian leader was “a dictator without elections” and accused him of funneling US aid into a “war that couldn’t be won.” Trump also suggested that Zelensky could not win an election in Ukraine due to what he claimed was an approval rating of 4%.

 

Zelensky responded on Wednesday by claiming that Trump is “living in a disinformation space” created by Moscow.

 

He also dismissed Trump’s assessment of his approval rating.

 

“For us it is important that nothing hinders us from realizing this political will of the two heads of state to enter into a process of peaceful resolution,” Peskov added.

 

The US State Department has hailed Tuesday’s high-level discussions between American and Russian officials as a significant stride towards resolving the Ukraine conflict. It was the first such meeting since the conflict began in 2022.

 

Russian Foreign Minister Sergey Lavrov, who was part of the delegation,said the meeting in Riyadh was on the initiative of the Russian and US presidents, who also agreed that preparations for a summit should be started.

 

To achieve this, foreign ministers and national security advisers were tasked with meeting and determining what needs to be worked out before the two presidents “can negotiate specific dates and timelines for the summit.”

 

Putin said he would be glad to meet with Trump, though he called it too early to name a specific date for a summit. He added that a simple “coffee hour” would not be enough to remedy relations between the two nations, and both sides need to thoroughly prepare.Moscow and Washington nevertheless “do not need any mediators” to sort out their differences, he added.

Kremlin rejects ‘NATO withdrawal’ request claim

A Romanian official reportedly said that Russia demanded to the US that the bloc removes its troops from Eastern Europe during talks in Riyadh

The Kremlin has rejected a senior Romanian official’s claim that Russia demanded to a US delegation during talks in Saudi Arabia on Tuesday that NATO withdraws from Eastern Europe.

 

Spokesman Dmitry Peskov responded on Friday to the allegation by the Romanian president’s chief of staff and adviser for defense and national security, Cristian Diaconescu, who made the claim to the Antena3 broadcaster on Wednesday, as reported by the Financial Times.

 

Suggestions about the reported Russian demand are “not true,” Peskov stated. He stressed that Moscow’s concerns regarding “NATO’s military infrastructure having inched toward our borders as part of several waves” is “no secret to anyone.”

 

Diaconescu reportedly alleged that while Trump’s emissaries rejected the purported demand, “the situation can change from hour to hour or from day to day” and Washington could eventually cave in.

 

The FT also quoted an anonymous “senior official from the region” admitting they are “not sure what is seeping through to Trump…”

 

“So the risk and concern remains that Russia tricks DC into something via a push on Ukraine,”the source told the newspaper.

 

Polish Defense Minister Wladyslaw Kosiniak-Kamysz stated on Wednesday that the “withdrawal of US troops is a scenario that Poland is not considering”.

 

Following a phone call between Russian President Vladimir Putin and his US counterpart, Moscow and Washington held talks in Saudi Arabia to work toward normalizing bilateral relations to “take each other’s interests into account.” The Kremlin has since suggested that Putin and Trump could meet in person by the end of the month.

Scholz concedes defeat in German election

Germany’s opposition conservatives have won a nationwide vote, with the right-wing AFD coming in second, exit polls show

 

German Chancellor Olaf Scholz conceded defeat on Sunday, congratulating his conservative rival Friedrich Merz, whose Christian Democratic Union/Christian Social Union (CDU/CSU) alliance is projected to win a snap election. Exit polls published by public broadcaster ZDF show the CDU/CSU leading with 28.5% of the vote, while Scholz’s Social Democrats (SPD) suffered a historic low of just 16.5% – their worst showing since World War II.

 

”This is a bitter election result for the Social Democratic Party. It is also an electoral defeat,” Scholz acknowledged in his first statement after the results were released, as quoted by Reuters. Addressing his opponent, Scholz congratulated him on the outcome.

 

Merz promised to act quickly in forming a government. “Tonight, we celebrate, and from tomorrow, we start working… The world out there is not waiting for us,” he said.

 

The right-wing Alternative for Germany (AfD) also made history by finishing second with nearly 20% of the projected vote – the party’s strongest national result to date. Party co-leader Alice Weidel called the outcome “historic,” declaring that AfD is “open to coalition negotiations… otherwise, no real policy change will be possible in Germany.”

 

Scholz’s governing coalition, which collapsed in November after the Free Democrats (FDP) withdrew, also suffered significant losses. The Greens polled at 12%, while the FDP barely cleared the 5% threshold required to enter parliament.

 

Analysts predict that a “grand coalition” between the CDU/CSU and SPD – Germany’s dominant centrist parties – remains the most viable path to forming a government. The CDU/CSU has moved further to the right under Merz’s leadership, particularly on migration policy, marking a departure from Merkel’s more centrist approach. The election campaign was dominated by heated debates over immigration, exacerbated by a series of attacks involving migrants.

 

In a surprise move, US Vice President J.D. Vance and tech billionaire Elon Musk openly weighed in. Vance met with Wiedel in Germany last week, and their meeting reportedly focused on the Ukraine conflict, German domestic policies, and freedom of speech, including the so-called ‘Brandmauer’, or “firewall against the right.”

Ukraine faces tougher terms in new US minerals proposal – media

Washington reportedly seeks 100% ownershipof an intended $500 billion fund based on the Kiev’s natural resources

The Trump administration has presented Ukraine with a revised draft agreement demanding full US ownership of an envisaged $500 billion fund derived from Ukraine’s natural resources. While the new proposal contains largely the same provisions that Kiev previously rejected, it appears to be even tougher, multiple media reports suggest.

 

Ukraine was presented with the revised proposal on Friday, the New York Times reported, citing unnamed Ukrainian officials and a draft of the deal. The new document outlines that the US would hold 100% ownership of the proposed fund, receiving the entirety of the financial interest from it. Under this arrangement, Ukraine would contribute half of the future revenues from its mineral extraction to the fund, as well as earnings from ports and other infrastructure.

 

The new document specifies the amount of $500 billion as the goal for the fund, unlike its previous version, the NYT noted. Previously, that sum had been mentioned by US President Donald Trump.The new draft still does not provide any specific security guarantees for Kiev, nor oblige the US to use the fund to invest in Ukraine, stating only that Washington could reinvest a portion of the revenue into the country’s reconstruction.

 

The apparently toughened proposal was corroborated in a separate report by the Ukrainian outlet NV, which spoke to five unnamed individuals with direct knowledge of the draft. According to the outlet, Kiev would contribute two-thirds to the fund, while the US would account for the remaining third through prior military aid. Proceeds from ports are not mentioned in the draft, NV noted, contradicting the NYT reporting.

 

The Ukrainian side has proposed to revising the size of the fund, arguing the $500 billion figure is too high, NV said. Apart from that,Kiev has urged the US to include a clause in the deal to allow the collected funds to be used only for investment in Ukraine.

 

Speaking at the Conservative Political Action Conference on Saturday, US President Donald Trump claimed the deal was “pretty close” and “we’d better be close to a deal.” The US president pledged to “get our money back,” confirming that Washington has been asking Kiev “for rare earth and oil – anything we can get.”

In President Donald Trump and Elon Musk’s latest move targeting the federal workforce, employees began receiving emails Saturday afternoon asking them to explain what work they did last week, as Musk announced that “failure to respond will be taken as a resignation.”

 

But several national security agencies, including the FBI, and multiple other federal departments advised staffers not to respond to the email immediately, suggesting the broader executive branch was not informed of nor prepared for the demand.

 

The email came from the Office of Personnel Management’s new HR email address but had no signature. The subject line reads: “What did you do last week?”

 

“Please reply to this email with approx. 5 bullets of what you accomplished last week and cc your manager. Please do not send any classified information, links, or attachments,” it continues.

 

CNN has obtained copies of emails sent to federal employees in multiple agencies. Many were sent with high importance or red exclamation marks.

 

The email blast came on the heels of a social media post by Musk threatening the jobs of workers who do not comply.

 

“Consistent with President @realDonaldTrump’s instructions, all federal employees will shortly receive an email requesting to understand what they got done last week,” Musk posted Saturday on X, hours after Trump suggested he be more “aggressive.”

 

However, the email itself does not state that failure to answer will be taken as resignation. It says the deadline for submission is Monday at 11:59 p.m. ET.

 

The email sent shockwaves through a federal workforce already reeling from an array of orders from the Trump administration, including the recent termination of thousands of employees on probationary status, a deferred resignation offer that many viewed as questionable and a requirement to return to the office full time, among others.

 

One president of a union chapter started getting texts from concerned members “nonstop” following Musk’s post and the OPM email.

 

“I don’t have any clue what in the world that email means either,” the union official told CNN, noting they are telling members to “just stand by until I advise otherwise.”

 

Musk can’t force federal employees to resign, and attempting to do so would amount to an involuntary termination, Michael Fallings, a federal employment law expert and managing partner at Tully Rinckey, told CNN. If workers were affected, they could file a claim challenging the action.

 

“Musk’s comment lacks legal authority,” Fallings said, noting that demanding employees report on their work from last week is an “unreasonable and unnecessary request,” especially coming over the weekend and containing an arbitrary deadline.

 

Employees should discuss the email with their managers and, if applicable, their union officials before responding, Fallings said.

 

Musk posted a follow-up message on X on Saturday evening, writing, “To be clear, the bar is very low here.”

 

“An email with some bullet points that make any sense at all is acceptable!” he posted. “Should take less than 5 mins to write.”

 

Agencies advise caution or nonresponse

Some agencies have also advised workers not yet to respond to the email — notably at agencies where much or all of employees’ duties may be sensitive.

 

FBI Director Kash Patel told bureau employees Saturdaynot to immediately respond to the OPM email.

 

In an email to bureau employees obtained by CNN, Patel said, “The FBI, through the Office of the Director, is in charge of all of our review processes, and will conduct reviews in accordance with FBI procedures. When and if further information is required, we will coordinate the responses. For now, please pause any responses.”

Patel’s email came after senior leaders at FBI’s New York field office and other divisions told their employees to not respond, a person briefed on the matter said.

 

Employees of multiple agencies and services under the Department of Defense, including the National Security Agency, were also notified Saturday that they should hold off on responding until they receive further guidance from department leadership, multiple sources said.

 

Law enforcement, intelligence and national security employees at agencies including the CIA and Department of Homeland Security were also told to wait to respond until they are given further guidance, according to a source familiar with the matter.

 

And Ed Martin, interim US attorney for the District of Columbia,sent an email advising employees to “be general” in their responsesif necessary and promising to protect them. “If anyone gives you problems, I’ve got your back,” Martin wrote.

 

The State Department also told employees they didn’t have to respond to the email.

 

“The State Department will respond on behalf of the Department. No employee is obligated to report their activities outside their Department chain of command,” read an email sent late Saturday from Tibor Nagy, the acting undersecretary of management. The head of the US Secret Service, by contrast, instructed staff to comply with the OPM emailbut noted the agency has resources employees can utilize “in times of uncertainty.”

 

In a message to the Secret Service workforce Saturday obtained by CNN,Director Sean Curran confirmed that the email employees received from OPM is legitimate and “requires your response.”

 

Curran also said any employee who did not receive the message from the federal government’s chief human resources agency should proactively contact OPM to justify their work.

 

“I understand this request may raise questions,” Curran continued. “We have resources that are available to all Secret Service employees including the Employee Assistance Program, Peer Support Program, and the Chaplain Program, that can provide support in times of uncertainty.”

 

Outrage from unions, anxiety for workers

The head of a top union representing federal workers lambasted Musk’s ultimatum, telling CNN in a statement that it reflects the Trump administration’s “utter disdain for federal employees and the critical services they provide to the American people.”

 

“It is cruel and disrespectful to hundreds of thousands of veterans(answering an email???) who are wearing their second uniform in the civil service to be forced to justify their job duties to this out-of-touch, privileged, unelected billionaire who has never performed one single hour of honest public service in his life,” said Everett Kelley, national president of the American Federation of Government Employees, which represents more than 800,000 federal workers.

 

Kelley said his union plans to take legal action to “challenge any unlawful terminations of our members and federal employees.”

One federal worker told CNN they find the demand “insulting” and “absolutely mind-blowing,” especially considering their activity at work is already tracked.

 

“It’s callous and calculating and just another low-down tactic to get rid of employees they haven’t been able to touch yet,” the worker said of Musk’s post saying a nonresponse would be considered a resignation.

 

Another federal staffer told CNN they feel compelled to reply.

 

“Personally, I’m afraid to not respond by the deadline based on Elon’s tweets that nonresponse would be considered a resignation,” said the worker, who noted that their friends at another agency “are on the fence on whether to respond with actual accomplishments or to respond with bullets of the oath we took to the Constitution.”

 

Trump tells Musk to be ‘more aggressive’

 

Trump has tapped Musk to reshape the federal government with his Department of Government Efficiency. But whether this latest move is legal is unclear.

 

Reached for comment, an OPM spokesperson said in a statement that the move was aimed at a “commitment to an efficient and accountable federal workforce.” Agencies, the spokesperson said, “will determine any next steps.”

 

Shortly after Musk’s post Saturday, Trump called the X owner a “patriot” and said he was “doing a great job” during remarks at the Conservative Political Action Conference.

 

Musk’s comments Saturday followed an earlier post from Trump suggesting he’d like to see the tech billionaire get more aggressive.

SBA won't try to claw back $155 million in controversial COVID grants to celebrities

Congress set aside more than $14 billion during the pandemic to bail out struggling arts groups as audiences stayed home.Business Insider previously reported Lil Wayne, Marshmello, Chris Brown, Alice in Chains and other artists received taxpayer funds for private jets, parties, luxury clothes, and multi-million dollar bonuses for themselves — leaving little for staff salaries or benefits.

 

The grants could legally be used for "ordinary and necessary" expenses, and the federal government hasn't claimed that the spending was illegal.

 

Some of the top recipients of Shuttered Venue Operators Grants were clients of NKSFB, a Los Angeles business management firmthat says it helps "the world's leading entertainers succeed financially."

 

In a December 20 email released in response to a Freedom of Information Act request,an SBA employee said more than $155 million out of $216.6 million in grants paid out to NKSFB clients — or more than 70% of them — were "closed," meaning that they have been fully reviewed. That leaves about $61 million across 22 grants that could still be under review.

 

Many grant recipients won't hear from the SBA again after they complete the closeout process, but the agency's FAQ materials say an audit-like process called "monitoring" can take place even after a grant is closed. Sen. Joni Ernst, who leads the Senate Committee on Small Business and Entrepreneurship, said in a statement that she'd be looking into abusive pandemic spending.

 

"Pandemic relief programs were designed to help small businesses keep their doors open and their employees afloat during an incredibly challenging time," Ernst said. "Unfortunately, the more we learn, the more it is clear that taxpayers footed the bill for the extravagant lifestyles of the rich and famous."

 

The grant data was gathered in the waning days of the Biden administration. Most of the grant staff have now been laid off or transferred, according to people familiar with the program.The SBA inspector-general was among several agency watchdogs fired by President Donald Trump.

 

It's not clear which specific NKSFB clients' grants had been closed out and which remained open. The firm has said that it cannot discuss its clients' finances. The firm's lawyer and managing partner didn't respond to comment requests for this story.

 

The SBA has said it followed the law and had "robust" checks in place to detect fraud. It said current and former employees who criticized its processes didn't have complete visibility into its processes. The agency didn't respond to a request for comment for this story.

 

But the agency was also bracing for criticism, the newly released records show.Top officials on the SVOG program were listed as attendees at a briefing for Congressional staff in responseto Business Insider's reporting last December. The presentation the SBA gave to the staff was completely redacted.

 

SBA staff were also warned not to talk. One called an email from a BI reporter "phishing." The program's director referred to the outreach as "aggressive," the records show.

 

"The SBA has cloaked itself in secrecy and hid the full extent of its work from the American people for the last four years,"Ernst said. "I will be working with Kelly Loeffler and the Trump administration to bring full transparency to the agency and investigate just what on earth happened with taxpayers' money."

The organization received $2,000 in the 2023-2025 biennium, according to the Evergreen State’s “open checkbook” website. Tax forms reveal that the organization received $60,000 in “government grants.”

 

 

One of the ongoing programs listed on the organization’s calendar is Rain City Jacks "a traditional jack-off club." According to the event listing, calling it an "associated event," “Rain City Jacks hosts regular, private events for its members to share masturbation and mutual touch in an open, group setting. Membership is available to adult men who desire and value what we have to offer, respect the Jacks culture of mutual respect and consent, and adhere to the RCJ Code of Conduct.”

 

Membership is required for participation in RCJ events and Rain City Jacks “welcomes all adult men, including trans men, regardless of age, race, ability, physicality, sexual orientation, or other subjective external traits.”

 

Another program listed is "Queering Tantra presents Pleasure and Healing: genital massage, breathwork, and tantric meditation for better, more connected sex."

 

The listing stated that the class “for this couples (or moresomes) workshop to learn tantric massage and meditation, somatic curiosity and breathwork, as avenues to discover yourself and your partner(s) in a new and ever-unfolding way! Using meditation we cultivate practice with ourselves and explore focusing our attention where we would like it to go. Using touch we connect ourselves to another to be curious and explore sensations and pleasure.” Participants straight and queer, will “learn more about their anatomy, rewrite sexual societal and gendered scripts, learn genital massage for pleasure and healing (practicing on partner(s), connect more deeply with partners, and meditation techniques.”

It’s No Longer Business as Usual for UnitedHealth, or the Entire Healthcare Industry

Normally, a Justice Department probe wouldn’t rattle investors in UnitedHealth Group so much. Past investigations have done little to stop the company from becoming the dominant player in the health insurance and services sector.

But these are far from normal times for the healthcare industry, and particularly for UnitedHealth, the undisputed leader, with a market capitalization of more than $400 billion.

 

Even before the killing of its insurance unit CEOignited a national debate on American healthcare, scrutiny of the industry was mounting. While Donald Trump’s election briefly gave investors hope for regulatory relief, focus on the sector in Washington has increasingly become bipartisan.

All this helps explain why a Wall Street Journal article Friday morningrevealing a new civil fraud investigation by the Justice Department into the company’s Medicare billing practice wiped out some $30 billion of UnitedHealth’s marketcapitalization in morning trading, with the stock down around 9%.

In the Medicare Advantage system, insurers get lump-sum payments from the federal government to oversee enrollees’ Medicare benefits. When patients have certain diagnoses,the payments go up, creating an incentive to diagnose more diseases. A series of articles in The Wall Street Journallast year showed that Medicare paid UnitedHealth billions of dollars for questionable diagnoses.

On Friday, UnitedHealth said in a statement that “any suggestion that our practices are fraudulent is outrageous and false.” The company added it was unaware of the “launch” of any “new” activity as reported by The Wall Street Journal. (First of all, the stories are not outrageous enough because they are true and much worse than reportedInsurance Broker, 29 years)

 

UnitedHealth is already facing a longer-running Justice Department antitrust probe and a separate Justice Department lawsuit to block its $3.3 billion planned acquisition of home-health company Amedisys on antitrust grounds. Investigations against UnitedHealth and its peers are common, and Wall Street typically views them as prolonged issues that eventually end in a settlement.

Friday’s sharp decline “strikes us as perhaps overly harsh and would imply the highest settlement/fine in the history of the Medicare program, by a significant margin,” wrote Whit Mayo, an analyst at Leerink Partners. Additionally, this probe may have been launched under the Biden administration, making it unclear whether the Trump administration will vigorously pursue the case, wrote Scott Fidel, an analyst at Stephens. And yet, the subject of fraud and abuse in healthcare does dovetail with Republican priorities and Elon Musk’s Department of Government Efficiency agenda, as well as the hunt for budget savings in Congress. Earlier this month, the Journal reported that DOGE members had been working at the Centers for Medicare and Medicaid Services—which oversees Medicare and Medicaid—where they had gotten access to key payment and contracting systems.

The intensified scrutiny also sent peers in the Medicare space such as Humana and CVS Health down Friday, by around 5% and 2% respectively. But the issue could be more acute for UnitedHealth because it appears to have higher risk scores—reflecting more diagnoses and therefore higher payments—versus competitors, noted TD Cowen’s Ryan Langston, referring to his firm’s own analysis of data by member types through 2023.

 

The prospects for a broad crackdown must also be weighed against the fact that it would clash with traditional Republican support for Medicare Advantage, and President Trump’s broader public pledges to leave both Medicare and Medicaid alone.

 

Still, the drumbeat of negative headlines is impossible to ignore—and even harder to price in.The healthcare industry is at a reckoning point, and as the biggest insurer in the U.S., UnitedHealth carries risk that it is difficult for investors to look past.
