Ongoing investigation. If there wasn't an effective investigation going on into the abuse, then POTUS would have no choice but to declass everything for everyone to see. It's better to do things the "right" way if you can.
I believe the bread number was 2842. Obviously it's impossible to "sauce" original images of a supposed secret ritual site, so take it with a grain of salt. However, the fact that there are pictures like that to begin with should be unsettling at the least.
I'm thinking that POTUS did a "partial declass" based on what Huber thought wouldn't cause problems with his investigation. FOIA wouldn't cover TS/SCI, it would HAVE to be declassed
