took it as a subtle hint that they knew that gov't contractors were subbing out work.

makes prefect sense. the list was released to the AG. he didn't say it would be made public within 48 hours or whatever… just released. so they just took action on it. good.
hence the confused panicky shrieking - they were hoping for just a court of public opinion.
