Inverse Money Laundering for the Golden Age

These invitations are feeling more like an "inverted money laundering" scheme to anon.
Rationale:
If POTUS has the goods on the big crooks, globally, and if the worst dangers are now past, POTUS can force terms of punishment; terms that must be met. Now, he's a builder who loves the U.S. and does want a Golden Age. So it would make sense for him to leverage his position: i.e., get max benefit from the punishments / max Golden Age acceleration.
So he doesn't just force crooks to forfeit assets, but puts them to work, indefinitely. Now crooks who never believed in much of anything are forced to "believe" in America's Golden Age, with actions like:
investing $1+ B into a vital U.S. industry, like A.I.
buying U.S. citizenship for his kids at many $ M, and putting those kids to work in his U.S. business
converting his crooked global network into a legitimate supply chain for his U.S. business, with competitive pricing, fair practices, etc.

So generally, the crook now pushes himself and his entire kingdom to contribute to our Golden Age, with enthusiasm. He's no longer laundering money with a fake U.S. business and cooked books, but is now returning that money though a legitimate U.S. business with clean books, to build the Golden Age.
"Inverse money laundering," anon guesses you could say.
