Ummm…maybe my reading comprehension is off but I see two distinct directives here:
1- To deliver the Epstein files (all) by by 8AM Feb 28
2-"I am ALSO directing …investigation…into why my order to the FBI was not followed. You will deliver to me a comprehensive report of your findings and proposed action within 14 days."
