One thing I could suggest is adding more financial incentives to MARRIED couples who have kids. No welfare for single mothers.
I am 48, we never had kids because it wasn't financially responsible to do so at the time, and when we were both established in our careers, we weren't really into having an anchor around our necks for 18+ years.
Make it more enticing to younger couples to pro-create before they are too old.
