I agree the 9th Circuit is keeping the issues as narrow as possible, because of course they've already won on the other issues and don't want to bring them up again. This doesn't seem to me like some new legal tactic, but the most natural thing in the world for people who want to restrict gun rights. Nothing even tricky here.

SCOTUS could reach down and decide other issues, but it would be a bit of a "reach".
